The most specific rule decides the chain

When a document is submitted, every active rule for its type whose threshold it exceeds is a match, and the one with the highest threshold wins. A ₹1,20,000 purchase order matches both “over ₹50,000” and “over ₹1,00,000”, so it follows the ₹1,00,000 chain. Nothing is hard-coded: change the rules here and the next submission uses them.
